FECOVI is a federation of housing cooperatives. Its objectives are to represent cooperatives as a trade union, promote the system nationally and internationally, carry out studies and proposals for improvement, and engage in dialogue with political, governmental and civil society actors to promote cooperativism in general, housing cooperativism in particular, and housing cooperativism through pre-savings, more specifically. Founded in 1984, when the process of return to democracy began in Uruguay, FECOVI is the heir of FENACOVI, founded in 1968 and outlawed during the coup d'état. FECOVI brings together 95% of the users' housing cooperatives by prior savings, enjoying one of the highest representation at the national level. In addition to representation, it is the main promoter of the system and provides non-profit support services to its member cooperatives, including technical advice on economic, social, legal and architectural matters, as well as ongoing training through regular courses and workshops.
