ILO issues advice on how to use its Guidelines on Cooperative Statistics

The International Labour Organization has released an information guide on its Guidelines concerning Statistics of Cooperatives. 

Adopted in October 2018, the Guidelines are the first international statistical standard on cooperatives and were developed to address the lack of statistics on cooperatives at global level. They cover concepts and definitions around cooperatives, types of cooperatives, statistical units, work in cooperatives, and ways of collecting, tabulating, and analysing statistical data on the sector.

The Guidelines were developed by the Committee for the Promotion and Advancement of Cooperatives (COPAC) and its technical work group (TWG) in close collaboration with the ILO. As a member of COPAC, the ICA contributed, along with its Committee of Cooperative Research (CCR) and the International Organisation of Industrial and Service Cooperatives (CICOPA). The new guide is aimed at staff in national statistics offices, government agencies responsible for cooperatives and cooperative federations; members of the cooperative movement; and researchers. It explains the need for reliable and comparable statistics on cooperatives, how the Guidelines can be used to support production of statistics on cooperatives and provides an overview of the further work needed to put the Guidelines into practice.

Since the adoption of the Guidelines, the ICA has included the main elements of the Guidelines in its membership renewal information and some research works, particularly with regards to adopting the cooperative classification proposed by the Guidelines.

ILO Governing Body meeting

The 346th ILO Governing Body meeting on 9 November concluded with the adoption of a seven-year strategy and action plan (SAP) on decent work & the social and solidarity economy (SSE) 2023-2029.

The SAP, which has been agreed upon and is supported by the ILO’s tripartite constituents, falls in line with the SSE resolution adopted at the 110th International Labour Conference in May 2022.

A side event was also held at the UN’s headquarters in July to discuss the role of the social economy in meeting the Sustainable Development Goal (SDGs). During the session, representatives from various member states who attended the meeting expressed support for advancing a proposal for a UN General Assembly Resolution on SSE for sustainable development. ICA-AP anniversary event celebrates ILO R193

The ICA Asia-Pacific (ICA-AP) Regional Office organised an event in collaboration with the International Labour Organization (ILO) to mark the 20 years anniversary since the adoption of the Promotion of Cooperatives Recommendation, 2002 (No. 193). The participants discussed the wider application of ILO R193, developing the ILO's 2019 Guidelines and specific issues relating to the SSE.
